Well, why bother making him a psychic at all. It's a waste to not give him a chance to use it while his sister gets a Gengar she can casually boost in her battles. If you just want a story about growth, better to get rid of most advantages and stop hyping up his so-called "monstrous" potential.
He had decided that he would avoid using his Psychic powers in Pokemon battles as it would give him an unfair advantage and would take the fun out of it. Using telepathy to command Pokemons would confuse the opponents and their Pokemon and would lead to faster moves being executed by his Pokemon. It would give the opposite trainer less time to issue a command too.

Fainted it by the time I realised it was a Shiny. That was the first and last time I bothered with Shiny pokemon on console games.
(Seriously, how many unlucky people have had a shiny appear, only for it to run away or faint? Not me. I've never encountered a shiny until now, so I've never had to deal with those disasters... suddenly feeling a bit sad.)
