He should get companions. Maybe he can visit vansheim, the realm of the Vanir gods. Also since he is the god of serpents, I wonder what would happen if he met Jormungandr (the world serpent). Also visit Muspelheim, the realm of primordial fire where the fire giant Surtr lives.

Maybe include Commander Gaius and Rellana Twin Moon Knight from the Shadow of the Erdtree dlc as his companions since they were loyal to Messmer in the game. Like how Thor has the Warrior Three.

What if Orion and Silco made a plan to free many prisoners from Stillwater Hold? It would destabilize Piltover, and I could believe a lot of those prisoners would then be loyal to Silco. Remember in Batman the Dark Knight where the joker has that guy go to jail with a bomb surgically implanted inside him? Well, what if Silco does that with a few shimmer addicts? And then starts riots or something in the Undercity to draw out a lot of enforcers to spread them thin. Once most of the enforcers arrive, Silco detonates the bombs he has in the shimmer addicts that were already arrested earlier that day. While that's happening, Orion could be freeing the prisoners at Stillwater since there wouldn't be too many guards st the prison with all the chaos happening.
