These explanations are from the perspective of Rasa (old). There's no way he'd know the full truth. The only bloodline limit that can be purely attributed to genetics is the Byakugan, since it shows since birth. And physiques, like Uzumaki and Senju (?). The sharingan may have some component of genes in it.
In simple terms, there are no "naturally occurring" Bloodline Limits in this world. Even the Sharingan and Byakugan are the result of powerful and talented ninjas developing secret techniques, which were then passed down through their bloodlines to become Bloodline Limits.
