When someone mentions Nyarlathotep, they are specially addressing the authorities. It's like calling a King by his name, but also sometimes addressing the King as the Throne. The Throne here represents whoever is seated on the King's Throne at the moment, but it also represent the status and power itself. I explicitly make some beings call him by Nyarlathotep because its not as simple as calling out one's name. It's much more than that.
