Shirou's luck is spent on girls, if he has a girl he gets a boost of luck, but if he doesn't have a girl his luck drops to E and he could end up becoming Emiya or worse Emiya alter if he kills the girls .

The author took many concepts from Fate/Type Moon, including the name "Clock Tower", it's wrong because the concepts are very different, in Fate the Clock Tower is focused on magic research and not a government itself, being just part of the wizard association that is not a government as well.
