John gave the Hasten Brace to the Growlith, due to it being a Semi-Legendary and being the Pokémon that would grow fast. While John knew that it wouldn't evolve until breaking into the Copper-stage, it would be one of his best Pokémon still.

He let it evolve after there were no noticeable improvements in any of the stats. As he knows the best way to train his Pokémon, it makes it faster and better. So he really did train it to the max, its just that it didn't take long. But it does get harder once they evolve.
This world is harsh. Just like if you have special powers, the people who want to get them or repel them would study you. Now just imagine that you are in this Pokémon world, power is key. Most people will be jealous of your growth and then push you down.
As John had registered Ralts as his starter Pokémon, they will make him use it and if its to strong they would suspect something so he gave it to Bagon just in case he gets attacked by something stronger.

No Pokémon's potential can increase through any means. Except for the MC's due to his wish. Though because he has only been feeding them D rank food and below for not even 1 year, he has not been able to increase any of their potentials due to how slow it is to upgrade them.
It determines how fast they go up the stages and also how fast they learn things.
