according to what i have read the author kept these things less was to save time as otherwise every time Naruto uses a new move he would have put a lot more time in drawing it and you know weekly manga are always tight on schedule
He didn't have any other Ninjutsu in his belt, it's funny actually that Naruto in the entire 700 episodes didn't even learn 7 different types of technique. What was Kisimoto thinking?
