I think the first 12 hours is meant to be 12 minutes. Otherwise, it's a 1:1 ratio, not 60:1
It was roughly a ratio of 60:1. When they left the internet cafe, time returned to normal. Twelve hours outside the internet cafe equaled twelve hours passed inside.

Great story. It really earned the tragedy tag that it has. Though if there is one thing I have to complain about, it's Sakura. I never cared about her and honestly kinda dislike her. I think it's mainly the fact that the MCs' feelings for her were artificial in the first place but kept being acted upon?
