There are a few possible reason. One is political;having a vigilante running around will bring a political mess, especially if the vigilante has killed people. Remember anti heroes fate like Punisher or Redhood. Another reason is probably having to do with alignment (like dnd) ,Amelia and her entourage are more to lawful neutral, Quin probably lean to true neutral or chaotic neutral, Dumbledore is probably neutral good and Vold is more like lawful evil. Hence, all of them is having their own zone. And, well, you know lawful people will try to follow the law
