It's always been my head canon that Regigas's Ability was Slow Start because it had just woken up or not completely woken up yet. If it had been allowed to completely wake up its ability would have change to something like Huge Power. Game balance aside, of course.
It was just as baffling as why Regieleki and Regidrago, despite their immensely powerful abilities, had a creator like Regigigas, which was hampered by its Slow Start ability.
