That is a good technique if you could harden the foot with haki, cause if not it would be only good in one attack. After using it you may damage your foot, which is important to soru. And to any combat situation, mobility is very much important.
But even so he wasn't actually doing Soru. After training doing short bursts he tried to kick the ground a 10 times but failed to do so and only ended up doing 3 or 4 kicks. Soru's principle was kicking the ground in a blink of an eye to move faster but he was still lacking.
