Nuclear fusion is not something available in RL or in the story. Second, no matter how many safeguards put in place nuclear fission will always be unstable and dangerous. The by-products alone can make the planet a nuclear wasteland.
Perhaps the existence of Kryptonite made the scientists of this world have a less dire need for energy, or perhaps the advancements of technology in this world were in the right direction.
