Which means that it is in the interest of the players to level everyone up. the list orders from highest to lowest. But the actual minimal levels are 50 for 1 stars. 55, 60, 70 and 80 for 2, 3, 4 and 5 stars respectively. Any more leveling than that is only recommended for servants which the player intends to use. or if you have EXP leftover from the last lotto.
