Not anyone 🤦‍♂️… To have a high power level without having martial arts training the only characters that I remember seeing in Dragon Ball, was the characters that had a very good bloodline like Freeza, Cell, Supreme Kaio… but even that was not what i was mentioning in my last comment what was referring was about the SAIYAJINS, i was comparing ONLY THE SAIYAJINS before practicing martial arts, how was their power level before & after… more than one generation of Saiyajins organise their power level limit by bloodline the only exception without practicing martial arts mentioned in the whole Dragon Ball series that i remember was Bardock that got power level higher than the bloodline he was born with, remember for more than one generation almost all the Saiyajins didn’d have a power level higher than they speculated for high born, middle born and low born. so that’s why didn’t make sense the power level the MC was getting without martial art training because he is a Saiyajin so he should conform with the power level limit in his bloodline, that was not mentioned him being born with a power level similar to Vegeta that besides Brolly was the one at the time that was born with high power level for baby because that was how they classified the Saiyajin bloodline, they classified by the power level the baby was born with… that’s why usually the author creates a motive why the MC is the exception or create a new reason how the power level system works before & after martial arts training. Without it in my opinion it is a plot hole, that only closes in the moment the author creates an explanation why that happened that way.

The problem historically without practicing martial arts, Vegeta (High Class Warrior) is one of the most talent Saiyans in the Saiyans history, you just to look in the power levels of Nappa (Mid Class Warrior) and Raditz (Mid Class Warrior) to realize that your MC (unknown Class Warrior) is unlikely to have his power level without practicing martial arts he has to be one of the most talented Saiyans beside Vegeta and Broly, even King Vegeta had estimated 18k same power level that Vegeta had before Earth diffence that Vegeta got the same power level at young age and had more space for growth than King Vegeta.
