The Next Day
On the day of the trade with the World Government, El set off early with Griffin Moss and the Shapeshifting Witch Sally, leaving the floating fortress Atlantis. Their position was already quite close to the Sabaody Archipelago, and to avoid drawing attention, Atlantis had ascended to 10,000 meters above sea level.
The captured Celestial Dragon, already knocked unconscious with Conqueror's Haki, was carried by Moss in his ancient Pelagornis bird form, flying ahead.
Once out of the others' sight, Sally slipped off Moss's back and sidled up to El, clinging to him. With Sally's playful persistence, El slowed down just enough for her to keep close, allowing her to indulge in a bit of mischief.
"Whew… so, are you satisfied now?" El glanced at her, amused, wiping the lipstick and lip marks off his face.
"Oh, come now," Sally purred, leaning against him with her intoxicating fragrance filling the air. "With Linlin and Gerd absent, it's rare for me to get any time alone with you, El-sama… I couldn't just let the opportunity slip away."
Poised and stunning, her red lips curved in a sly smile as she shifted, wrapping herself around El like a serpent, gliding to his back. Her figure began to inflate, growing to an enormous height, and in moments she was fully expanded to around eight meters, embracing him from behind.
"El-sama, don't pretend you're completely unaffected," she murmured by his ear, her bold moves practiced to perfection. Few knew that Sally had secretly been the first to get close to him, long before anyone else. However, she harbored no intent to monopolize his affection; she understood well that a man like El could never belong solely to one woman.
Instead, she focused on improving herself, training to excel in all tasks El entrusted her with, and ultimately just hoping to secure a place in his heart.
"Alright, enough," El said, sighing and restraining her hand before it could wander further. He gave her an exasperated look. "We have business to attend to; we can pick this up later."
He wasn't one to resist beauty, but he also knew the importance of timing and place.
"Of course," Sally's eyes gleamed with mischief as she laughed, clearly having had her fun. She knew her limits, never taking things too far.
"You…" El shook his head, admitting she truly was a captivating woman. With an understanding nature and a knack for charming, Sally was more than just a beautiful face. If Tsuru excelled in strategy and administration, Sally's gifts lay in espionage. Her "Shapeshifting Witch" moniker was well-deserved.
With the extraordinary powers of her Dough-Dough Fruit, combined with the Life Return technique, Sally could alter her form and even her aura at will. She could appear as a weaker Navy officer or as a completely ordinary civilian. Her skill in concealment was so advanced that only the most exceptional or unique Observation Haki users could see through her disguises.
Sally's handling of the intelligence operations was meticulous, enabling El to focus on training and strengthening his powers without getting bogged down by logistical concerns. Her skills and talents made her an invaluable asset, matching Tsuru in her own way.
Five years ago, Hell's Trading Company acquired an unknown Devil Fruit.

El, Moss, and the captured Celestial Dragon arrived at Island No. 36 of the Sabaody Archipelago. At some point, Sally, the "Shapeshifting Witch," had slipped away from the group, blending into the surroundings.
"They're here…" whispered one of the CP agents, eyes narrowing at El's imposing frame.
"Damn it! It's Fallen Angel El himself!" the soldiers muttered, their eyes filled with a mixture of fear and tension.
With a heavy, commanding voice, a towering figure emerged from the ranks, his eyes full of wrath. "Fallen Angel El!" barked at the new arrival.
"Well, if it isn't Vice Admiral Kong," El responded calmly, looking down at the muscular, gorilla-like figure. "Or should I say… Admiral now? My congratulations."
Kong's expression hardened. "I need no congratulations from a rotten pirate."
"No need to get so tense, Admiral," El replied, his tone taunting. He took the unconscious, bound Celestial Dragon, who was only two meters tall, from Moss and shook him playfully in the air. "One wrong move from me, and your 'noble' master might have a rough time."
At this, the Celestial Dragon, who had been unconscious, began to stir. Awaking in mid-air, he paled and screamed in terror, his hands and feet flailing. "Marine, CPO! Get me out of here!" he demanded, his voice shrill. "If you don't, I'll have every last one of your families executed!"
"Wait! Please, be patient, Saint Mars!" one of the CP agents shouted, his voice full of anxiety as he glanced nervously at the enraged Kong.
Looking at this scene, all the CPO agents present couldn't help but feel their eyelids twitch intensely.
They were both frightened and furious, with some even breaking into a cold sweat, their hearts pounding.
If the Celestial Dragons were to get hurt from his own reckless behavior, or worse, blame it on them, they would not be able to bear the consequences.
Seeing this, Admiral Kong's face turned livid, and he clenched his teeth in rage.
