Under Arthur's urging, Timor State Governor Ubel Reifer quickly produced an eight-year development plan for the region.

Within eight years, the plan was to construct three universities, three large hospitals, a major technical training institution, a language school, among others.

Since it was hastily drawn up, it inevitably contained some by-the-book elements and was essentially just a doubling of the original Four-Year Plan.

However, looking at Ubel Reifer's manner, Arthur understood that this was probably the best Reifer could do.

If just anyone could come up with an excellent development plan, then Arthur wouldn't have placed such a high value on talent.

After urging and critiquing Ubel Reifer for a while, Arthur immediately set off for Sulawesi Island and Java Island, which were the real destinations of his trip.

On August 12, 1929, Arthur officially arrived in Batavia, Java, and was warmly welcomed by the Java State government and its residents.
