This city was 250 kilometers away from Phoenix City, a city on the same tier as Phoenix City, but it was more popular for the big industrial and IT development. 

The population of the middle class and the poor was high in this city.

The city also had ruling powers in various forms before the apocalypse.

A gang, a syndicate, corrupt government sections, and such.

But after the apocalypse, and five months after that, the current ruling power was none other than the huge Syndicate that became bigger.

Dark Daggers Alliance—an organization consisting of multiple guilds that monopolized the city's resources in the apocalypse and acted wantonly.

There were small guilds who resisted them, but the Dark Daggers Alliance suppressed and destroyed them.
