Normally, when a ship activated its cloaking device, its speed would plunge. At present, using a cloaking device required reducing a ship's speed by ninety to ninety-five percent.

In other words, though the ship did cloak and vanish into the sea of stars, it also turned into a snail that could only crawl forward slowly.
