Marshal Sengoku begins gravely, recounting the events that transpired on the Sabaody Archipelago. A Celestial Dragon has been killed in front of a public audience, a shocking crime. Even more startling, the culprit defeated Admiral Akainu and completely destroyed the Sabaody Archipelago.
The room erupts in shock. It's hard to believe anyone could best an admiral, much less someone who is not among the Yonko. Admiral Garp voices the question on everyone's mind, suspecting the involvement of New World figures like Shanks or Kaido. However, Sengoku reveals that the culprit is not a member of the Yonko, but someone from an unknown group, identifying themselves as the Akatsuki.

"More troubling, despite our Navy and World Government's intelligence network, we have zero information on them."

"Yes, not only will we issue a bounty, but it will be a substantial one," Sengoku replied after thinking for a moment. "If they want to hide, we'll make sure they're hunted. A massive bounty will draw the attention of every force across the seas. Even a shred of information could lead us to the Akatsuki."
"And how much should we offer?" Tsuru inquired.
Sengoku deliberated, then answered, "They've killed a Celestial Dragon and have Yonko-level strength... the bounty will be 5 billion berries."
"5 billion!? A Yonko-level bounty!?"
Everyone present was shocked. Such a bounty was typically reserved for only the most dangerous individuals or pirate groups in the New World.
