Although Priest Kells was just a Mid-level clergyman, he was still a member of the Light Curia. In the Empire of Light, the clergymen represented the Curia. 

To kill them meant going against the Light Curia and provoking them...

"The Light Curia will never let this slide!"

"Even if he is a Sacred, the Curia will not let him go."

"No, I don't want to be near him any longer. If the Light Curia mistakes me for an accomplice, things will get really serious."

"Right, right! Let's leave now, quickly..."

In an instant, many of the guests got up and bade goodbye to the city lord. "Milord, I have something on at my abode, I'll leave first."
