The plan to gather blood of every person in the Kingdom of the Bear—every important person, at least—and then the blood of every person in the world, was set in motion.

It was progressing slowly, though. Even by the most moderate estimates, it could take years. By that time, Irmilla could even improve her testing methods.

"Even if it takes a decade, it must be done," Cael told to the Prime Minister. "This will be an incredibly hard war as it is; now imagine if the enemy will have spies like these scouts in our midst, ready to backstab our forces at any moment."

So despite the tremendousness of the tasks ahead, resources were allocated to it. But as of yet, only plans were drafted.
