Wang Yu belonged to the Neutral faction while the NPCs in Starry Sky City belonged to the Light faction. While the two were not in the same factions, they were not hostile to each other. Therefore, the guards in Starry Sky City wouldn't do anything to target Wang Yu unnecessarily.
