Theodore grinned as he glanced at the officials around him; they were clueless about matters like this, so he didn't intend to give them more information. 

"You seem to be interested in my offer. Then this is the only information I can tell you all," Theodore replied as he bowed his head in respect to the officials there. 

"Since I have no further business here, I will leave," Theodore continued, leaving the room. 

It's just that when Theodore had just walked from his place, and he was intercepted by the soldiers sent by the higher-ups, he had expected that it would be like this, but his other friends looked surprised by what happened.
