Bab 245: The Dragon that eats itself

Under garen's gaze, the city Lord of flame steel, who no longer had any power, tilted his head.

The flames on its face flickered, and the corners of its mouth twitched before it sneered.

"Stop your nonsense."

"Winner takes all, I lost this time."

but I am the Lord of flame steel, the Lord of fire elemental city. Flame will never fear death!

Legendary creatures were already existences that stood at the peak of countless multi-dimensional worlds, just below the gods. They were existences that were as small as a mountain. If a creature of such a level wanted them to submit and become the slaves of other existences, even a God who descended to the mortal world might not be able to do it.

Let alone a legend, even a true dragon would not agree to become a slave of an existence.
