ED/N: So, it is the nth time the author is saying that someone's battle power is over 10 stars, then saying it's not or something... so basically, it seems that there are two ways to count those battle star thingies—as they're marked the same I think, it's hard to say, but probably one method refers to layers in particular, and another to tiers at large. Otherwise, it wouldn't make sense for author to keep making mistakes with it, since he/she doesn't really seem to make any such mistakes with anything.
