Obviously this was a very useful thing, especially in the event that the suppression signal gets interrupted (such as having the transmitter shielded, or having signal interference). The interference pheromone could be used as an emergency tranquilizer to calm the First Born down.

The eradication of the First Born was only a last resort. Hao Ren's greatest goal was to solve the secret of the goddess of creation by studying the First Born. Therefore, as long as there were things that could keep the First Born under control, the longer the better.
