Lu Li once instructed that civilian Asmodians could not be killed. He commanded that the human warriors should not commit crimes or behave worse than an animal.

In the beginning, Lu Zhengyang was managing the affairs here. He valued Lu Li's orders and issued a martial law. Back then, the deterrence of penalty was great, and the warriors behaved.

However, later on, Lu Zhengyang decided to fight the Feather Race, so he barely focused on the Asmodians. After a while, Lu Zhengyang was trapped in the Feather Land of the West where Lu Li went as well. All the attention of the human races was put on the Feather Land of the West. Nobody was supervising the Ocean Land of the East.
