Bab 306: Chapter 306: ANBU Enforcement, Crushing the Police Department
Issuing the announcement at such a critical time was a strategic move to quell the rising anger among the villagers. The Third Hokage hoped this would pacify some people, though he was fully aware that regaining their trust in the long term would require more effort.
However, the Third Hokage remained confident. Through controlling public opinion and providing additional subsidies, he believed the grievances would eventually subside. Some might even come to view him favorably again.
So, the announcement was released:
"The Hokage's office has issued a new statement: the disarmament plan was a mistake, and the Hokage has officially canceled it."
"Really? That's such good news!" someone exclaimed with relief.
"Good news? My foot!" another voice countered angrily. "Do they think we're fools? First, they talk about disarmament, then dismantling. What do they think we are, pawns?"
Those with minor grievances were somewhat pacified, smiling reluctantly. But those who felt deeply betrayed were not so easily convinced.
The Villagers' Unrest
"Do they think they can just disarm and dismantle on a whim? What are we supposed to be, disposable tools? We're all part of this village—even the Hokage shouldn't treat us like this. Are we sacrifices for their convenience? When they lack money, they cut us loose. When the budget stabilizes, it's back to business as usual?"
The announcement had mitigated some anger, but for many, it was not enough. Even with promises of future subsidies, resentment lingered. For some, it had already morphed into more extreme ideas, with a sharp suspicion that the Hokage had indeed used them as expendable assets.
Though their suspicions were accurate, there was no reward for their insight.
Nara Shikaku's Assignment
"Sir, some ninjas in the village have been causing trouble recently. The police department is struggling to handle the situation. They've requested assistance from ANBU," Nara Shikaku reported, looking visibly fatigued, with dark circles under his eyes.
Shikaku handed over the document respectfully to Shinki. Glancing at Shikaku's exhausted demeanor, Shinki smiled and patted him on the shoulder.
"How's the workload? Having fun with your tasks?" Shinki teased.
"..."
Shikaku looked utterly embarrassed, his face flushing as he avoided eye contact. Shinki chuckled, clearly amused.
"Alright, enough joking around," Shinki said, picking up the file. After a brief scan, he tossed it aside and instructed, "Shikaku, inform Ying to lead three teams to assist the police department with security cases. ANBU will handle only the serious incidents and ignore the trivial ones. Tell Ying not to worry about complaints or villagers' outrage. We're ANBU, not the police department."
Unlike the hesitant approach of the police department, which often feared backlash from the public, ANBU had no such qualms. They acted with authority, enforcing the law with an iron hand.
Shikaku's Decision
Just as Shikaku turned to leave, Shinki called out, "Wait."
He rose from his chair, walking over to Shikaku with a serious expression. Standing tall before him, he said, "You've been doing great, but it's time for a choice. Option one: stay in ANBU and continue working for me. Option two: return to the Ninja Academy and continue your education. I'll assign someone else to take your place."
"I..." Shikaku hesitated, tempted by the thought of leaving. But as he compared the monotony of school life with the sense of accomplishment in ANBU, he made up his mind.
"I'm willing to stay, sir," Shikaku said with determination. "I've learned everything I need from the academy. I'll stay in ANBU and won't let you down."
"You figured out I'm grooming you?" Shinki asked, feigning surprise. He had indeed taken a special interest in Shikaku, seeing his potential as an exceptional strategist.
Scratching his head in embarrassment, Shikaku responded with a sheepish grin. Shinki sighed and patted him on the head. "Alright, you can stay. Go home for now and discuss it with your family. If they agree, consider yourself an official member of ANBU."
"Yes, sir!" Shikaku saluted. As he turned to leave, he added, "Sir, you're just as sharp as they say. I doubt I'll ever get the better of you."
"Excuse me?" Shinki said with mock indignation. "Are you complimenting me or mocking me? Get out!"
Laughing, Shikaku sprinted off, holding the back of his head to dodge another playful smack.
ANBU's Ruthless Enforcement
The ANBU teams swiftly deployed to assist the police department in handling security issues. Villagers who had been bold and confrontational quickly became docile upon seeing ANBU operatives. Unlike the police department, ANBU didn't hesitate.
When the police arrested troublemakers, they might rough them up a little or, in some cases, handle it diplomatically. But ANBU? Resistance was met with unflinching brutality. The troublemakers often found themselves battered and subdued long before they were taken into custody.
Witnessing ANBU's methods, even members of the Uchiha clan were taken aback.
"Did I just hear bones breaking?" one officer asked nervously.
"You heard right," another replied grimly. "That guy has at least five broken ribs now."
"Are they not afraid of repercussions?"
Compared to the Uchiha's reputedly strict law enforcement, ANBU's methods were on an entirely different level, leaving even the police stunned.
