The Daimyo of the Land of Fire prided himself on maintaining his reputation. Even in his fury, he managed to shift the blame onto his staff.

When Konoha's financial crisis hit its peak and the Third Hokage forced his hand, the Daimyo needed a scapegoat. Naturally, the first to suffer were his advisors—the ones who had recommended withholding Konoha's funds.

The desperate cries of one such staff member echoed through the palace before being abruptly silenced. The poor advisor was executed by the Daimyo's guards, his head rolling as a grim reminder of the consequences of poor counsel.

This unfortunate soul became the first victim of the collision between the Daimyo's mansion and Konoha.

"Send the money to Konoha immediately," the Daimyo commanded, his voice icy with rage. "Draft a letter in my name. Emphasize my compassion for Konoha's civilians and state that I am generously providing two years' worth of development funds to ease their difficulties."

But he had no choice.

The letter from the Third Hokage detailed that Konoha had already begun implementing disarmament measures, including withdrawing ninja forces from border camps. This was no bluff—it was a calculated move that left the Daimyo little room to maneuver.

The announcement issued by Konoha made it clear: the Third Hokage wasn't just posturing; he was serious.

The prospect of Konoha reducing its ninja forces terrified the Daimyo. A weakened Konoha meant that the Land of Fire's borders would become vulnerable to attacks from rival nations—or worse, marauding bandits.

The chaos of two years prior, when the Land of Fire suffered losses to the Sand Village, was still fresh in his mind. The Daimyo couldn't risk a repeat of that disaster.

"Sarutobi Hiruzen, how dare you threaten me like this?!"

The Daimyo's fury was unparalleled, but his hands were tied. He couldn't allow his nation's security to crumble.

"Give them the money!" he bellowed. "I don't care if it's two years' worth—just send it now!"

Though livid, the Daimyo was pragmatic enough to address the immediate crisis. Yet in his heart, he vowed revenge.

Back in Konoha, chaos erupted.

The Third Hokage's announcement sent shockwaves through the village. At first, civilians barely reacted, but within hours, the large population of Genin—those who relied on low-level missions to survive—exploded in outrage.

Many of these Genin had no other skills to sustain themselves. Facing potential unemployment, their desperation boiled over.

The Hokage Office Building became the focal point of protests, with hundreds of ninjas gathering to demand the revocation of the disarmament announcement.

For these ninjas and their families, disarmament wasn't just an abstract policy—it was a death sentence.

"Do we need to maintain order?" Tsunade asked, watching the scene from a hillside near the ANBU base. The sight of the growing crowd made her uneasy.

Even if the financial crisis was resolved, the Third Hokage's reputation was irreparably damaged.

"Maintaining order is the police department's job," Shinki replied calmly. "The Hokage Guard might step in, but this isn't our concern."

Tsunade glanced at Shinki, her frustration evident.

"This suggestion of yours… it's effective, but at what cost? The old man's reputation is ruined, and now he has enemies on all sides. Even the Daimyo must despise him now."

Shinki smirked, unbothered by the criticism.

"The suggestion worked, didn't it? The village has the money it needs."

Tsunade tilted her head, studying Shinki's profile. He looked utterly unconcerned about the fallout.

"The Daimyo may have sent the funds, but he's probably cursing the Hokage to high heaven right now," Tsunade muttered.

As someone closely connected to the Daimyo, she understood his personality well. He wouldn't forget or forgive such a slight.

The protests at the Hokage Office Building continued, with Genin, Chunin, and even some Jonin demanding answers. Though the funds from the Daimyo would soon resolve the crisis, the damage to the Third Hokage's reputation was already done.

Sarutobi Hiruzen knew this was a turning point. He had secured Konoha's immediate survival but at the cost of alienating both the Daimyo and many within the village.

In the face of these challenges, one thought dominated his mind:

If they think I'll step down quietly, they're mistaken. If they force me to abdicate, I'll make sure none of them have an easy life.
