The combination of **Young Rogue** and **Old Rogue** made it incredibly difficult to kill Silas unless one could ensure a surprise attack that would instantly finish him off. Otherwise, as long as Silas had a photograph in hand, he could escape from almost any situation by teleporting away. No wonder he wasn't worried about being hunted. His partnership with the Special Affairs Bureau likely served more to avoid mystical abilities used to track him than to seek protection from direct confrontation.
