The government on the World Market Trade Alliance island doesn't rely on revenue or taxes from the people. All of the island's wealth comes solely from Lein. The high-level items used, such as large flying ships, the 50-meter black tower, high-level nest forces, and the advanced materials used in city construction—all come from Lein's gold chests and various other sources, all provided by Lein.

If the island relied solely on revenue from lower-level rulers, it would be impossible for Lein's island to be as advanced and powerful as it is now.
