The Rhine Alliance itself is a federation of city-states, each of which is not very powerful on its own. 

It was only in facing the pressure from the Blackstone Empire that these city-states chose to stand together.

In this confrontation, the Rhine Alliance had chosen to engage in direct combat with the Blackstone Empire, with the greatest pressure falling upon a series of port cities along the Mid Sea coastline and several city-states on the northern side of the Central Mountains bordering the Blackstone Empire.
