People often hold awe for the unknown, and when those being led are in an unfamiliar state regarding their leader, it's the easiest time to lead them.

"Furthermore, President Shen took office without making any adjustments to regulations, procedures, or personnel arrangements. While it's true that some rules should remain, not making any changes at all is inappropriate. It's like when a dynasty falls, and a new regime is established; should they still adhere to the old rules of the previous dynasty?"
