Bab 27: Formation of the Imperial Union
A/N: I decided to take the feature of having to buy the soldier or unit in addition to their equipment so that he can continue to summon a lot unique soldiers and units from the System without spending so many points.
In addition each individual soldier will just have an increase costs, for example if a Gondor Infantry cost 10 system points plus 40 for the equipment, not they would cost around 20.

Waking up the next day, Maximus had finished choosing and summoning the final soldiers that would not only form his Imperial Guard but his very own Legion.
Byzantine Cataphracts: 500 for 5,000 system points
Spartan Hoplites: 1,000 for 8,000 system points
Wardens of the white tower: 100 for 1,500 system points
Myrmidons: 500 for 6,000 system points
Rohirrim Royal Guards: 50 for 1,000 system points
Remaining System points: 15,150
The Byzantine Cataphracts would be used as the Cavalry of his own legion and for patrolling the outside Palace walls during times of peace and as the personal guard/shock cavalry for Maximus during times of war. The Spartan Hoplites would be the frontline infantry and combined with the Elven Spearmen for a truly unbreakable frontline that could stop any army from breaking through.
The Wardens of the white tower alongside the Rohirrim Royal Guards would have the main role as Imperial Guards and in charge of patrolling the Palace and carrying out the emperor's orders. The Rohirrim Royal Guards would be the main soldiers specifically in charge of following Maximus around and ensuring his protection when outside of the Palace walls.
In addition to these changes, the Unsullied would be turned into a City Guard force for Heaven's Reach including locally trained guards from the populace.
Arin, the future Chancellor of the Treasury was given the house name Valemont, with "Vale" suggesting a fertile valley, while "mont" denotes elevation, signifying a prosperous and noble lineage.
For Alexander, the future High Marshal, Maximus wanted to create a Greek house name for him while also making it reflect his position and role within the empire as the High Marshal. As a result, he came up with Aristeia, Meaning "excellence" in Greek, symbolizing a legacy of greatness and virtue.
For Faraday, the future Master of Shadows, officially he wouldn't have a house name given his position within the empire, while unofficially his house name would be Thalorwyn: Evoking an ancient lineage connected to shadows.

A few days later, a grand announcement was made throughout the city as well and through messages sent to every Free city, and to Westeros. The announcement was the formal establishment of the Imperial Union with Maximus Invictus being the first Emperor establishing the Royal house of Invictus as the top power within the Empire.
This was followed by a number of announcements including his titles and positions within the new Imperial Union. Maximus was declared Emperor of the Imperial Union, High Khal of the Dothraki, High Khal of the Great Grass Sea, and the Herald of Unity. In the future his titles would increase as he expands his empire.
The announcement continued to carry out within Heaven's Reach, involving the establishment of the Imperial Guard, how the Dothraki will ride with Maximus to conquer the known world, the rest of the announcement was filled with similar things, inspiring the Dothraki to ride together with Maximus to take the known world.
Maximus personally appeared in public and spent an entire day travelling around the city and holding massive gatherings where he declared that he would lead all the Dothraki to conquer the entire known world. While not needed, Maximus still took time to see the people who decided to follow him and see how they were taking the announcement.
There weren't any that he encountered who had anything to say about it. This was probably due to his blessing from the Great Stallion which he still didn't know all of the abilities it gave him.
The grand ceremony was set to take place in a week's time, intended to showcase the might and unity of the Imperial Union. Invitations were dispatched to every free city excluding Westeros because of a lot of reasons. But Dorne was a different matter, and they were secretly invited to attend.
The streets of Heaven's Reach were bustling with preparations; banners depicting the sigil of House Invictus, a golden dragon surrounded by an intricately designed flag.

Alongside the coronation ceremony, Maximus had also planned to host a grand tournament. It would feature jousting, archery, and melee combat, open to all warriors who wanted to attend.
The announcement stirred a whirlwind of reactions across the known world. In Westeros, traditionalists balked at the audacity of a foreign-born ruler claiming such titles, while others saw in Maximus a strong leader who could bring stability to a land fraught with endless conflict.
In Essos, the city-states which had long prized their independence were apprehensive about this new leader who was already an established power within Essos.
Norvos who was one of the two Free cities that was close to Heaven's Reach had saw this as a problem, seeing this as a potential threat to their own sovereignty. They had existed for as long as the other Free cities and saw the rise of this Maximus as a challenge to their own authority, trade, religion, and compared it to the age of the Valyrian Freehold who once had control over Essos.
Qohor had the same views but was more worried about their trade as they are the western terminus for overland trade networks stretching all the way to Yi Ti. Yet this title was about to be taken by Heaven's Reach which they hated to admit, but had a great appeal compared to their city, and was already attracting a lot of attention from traders all over Essos including the far East.
Pentos and Braavos the other Free cities close to Heaven's Reach saw this as an opportunity. Pentos considered Maximus a potential ally in strengthening their economic and military position in the region. They began preparing diplomatic overtures, planning to propose a trade agreement that would secure mutual benefits for both entities. Braavos, with its powerful navy and financial influence, saw a chance to extend its banking network by offering financial services to Heaven's Reach and its territories.
The rest of the Free cities who were distant from Heaven's Reach, didn't recognize Maximus's Authority and called for the other free cities to do the same. In several meetings within each free city, there were many words thrown around relating to Maximus and his Dothraki followers, most of which can be summed up to the Imperial Union being called an empire of savages.

Three days after the announcement, Maximus received a visit from the tower of witches. Among the visitors was the Matriarch, the leader of the Tower and most powerful of the witches.
As she walked in the room with the other witches, she bowed her head respectfully before taking her seat.
"Your Excellency" she started. "My name is Lilith; I am the Matriarch for the Tower of witches and have come to reaffirm that the Tower of Witches are yours to command as you see fit. We understand the gravity of the new world order you are establishing and wish to offer our support and services."
Maximus nodded, accepting her allegiance. "Lilith, your support is most welcome in these times of change. The Tower of Witches, with its profound knowledge and arcane powers, will undoubtedly strengthen the foundation of the Imperial Union."
Lilith's eyes remained steady as she took of her mask revealing her face, "We witches will only reveal our identities to you, your excellency. I would also like to suggest that you have a group of Witches accompanying you wherever you go to ensure your protection" she stated motioning for 4 witches to step forward.
"These 4 including myself as I am not that busy will accompany you and attend to your every need for as long as the world continues to exist." she stated.
He wasn't complaining since have 4 goth like baddies following him around all day was not something everybody gets a chance to have.
As if sensing his thoughts she also added, "We are all capable of fertilization your excellency, and the children will inherit our powers."
As if a cat caught his tongue, Maximus remained momentarily silent, his thoughts racing through the implications of her statement. He cleared his throat, shifting his gaze from one witch to another.
"Your offer is generous, Lilith," Maximus finally said, choosing his words carefully. "The protection and counsel of the Tower of Witches will be invaluable as time passes on."
Seeing that he was avoiding what she said, a small smile appeared on her face.
'This is going to be fun' she thought having high hopes for the future.
