They all graduated from Hogwarts and upon learning of the means Umbridge employed on the students during their time there, they felt dissatisfied enough to use all sorts of excuses to avoid being sent again.
Fudge went into complete paranoia. He already thought he had beaten Dumbledore, by dismantling his plan to assemble an army of students who were to be used to overthrow him, and now this. If it wasn't for his years of politics coupled with the fact that aside from Umbridge's expulsion, the Galegold heir had done nothing else that was detrimental to him, he might have made a drastic decision.
After calming down and careful consideration, he realized that leaving aside the small loss of face for making Umbridge's methods publicly known, which had nothing to do with him, in reality Soisen did nothing to discredit his charge and the only accusations made were for the witch, who was finished.
At the end of the day, maybe the Ministry had no presence there, but Dumbledore wasn't at the school either and that was the important thing. He just had to continue his campaign to deny the return of the dark lord, which scared them into overdrive to appease the masses.
As for Hogwarts, Soisen discussed with Minerva the closure of Defense Against the Dark Arts permanently to evade Voldemort's curse and created a new subject, called: Protection Against Magical Dangers.

Given the few weeks left in the school year, it was decided that Soisen would give lessons to the seventh year students. For the rest, the older year students would teach the younger years.
For example, third-year students would teach second-year students.
They all had notes of what they had learned or reviewed in each year, so not only could they cover those days with useful lessons, but they could also offer a temporary experience of what it felt like to be a teacher at Hogwarts. This way they would better understand the efforts of real teachers and perhaps someone would awaken their passion for teaching.
Without the authority to give or take points, employ punishments and the exams being supervised by real teachers, naturally.
Dumbledore had not yet returned on the grounds of taking advantage of this time off from Hogwarts duties to investigate Voldemort's Horcruxes, or at least that was Soisen's theory. On the outside it resembled the old hut slightly more spacious, but the inside was brand new and for that, Hagrid wept for having such a considerate friend with him.
There were even stables for his little creatures!
Buckbeak had a room all to himself and Fang enjoyed the most comfortable corner of the house.
It's just that he forgot to create a room for Hagrid's half-brother, who was chained to the forest this year if he remembered correctly. But hey, it wasn't his fault, he was too busy at the moment.

The food store was expanded for times of crisis, the water fountain was renovated and the castle's defenses upgraded. For the latter, he enlisted the help of all the professors to weave a network of protections that made a fool of the one left behind by the founders.
This was especially when he showed his design in parts and it took a full month for the teachers to even understand what their duty was at work due to the immense complexity of the magic lines.
That said, the design was not invented by him, but he used one already thought up by one of his ancestors that he pulled out during one of his last visits to Gringotts.
