Lucy nodded. "Of course. Do you think that I still have energy to head over to other cities? Not to mention that other cities might not have better situation as compared to City E. Why should I bother going to other cities and create trouble for myself?"

After being separated from Kate, Lucy was doing her own business by trying to reach her younger brother's university. She came from different city and only went to City A for the sake of her study.

This red rain and the giant mutated animals that appeared caused her to be separated from them.

Luckily for her, she awakened enhancement ability.

With this ability of hers, rushing through those giant mutated animals were not impossible and those giant mutated animals ended up being beaten up by her until their death. This allowed Lucy to finally found her brother and meet Kate there.
