Though Bree was the Queen of the Dragniere empire she was still a woman, no official or minister would approve it if she was to walk out of her room in a dress that wasn't worthy of the Dragon Queen and there was also the matter of her being the killer of her father, if Bree made a mistake as the Queen of the Empire she will be heavily criticised by the officials who have been eyeing her throne for a very long time.
