Mist City Arts and Science University has dozens of departments and hundreds of majors. Not all of them can develop completely, but each should at least get a fair share of resources. Otherwise, there would surely be grievances among the students and teachers of the underserved departments.
Imagine a situation where one department receives tens of millions or even up to a billion in funds for teaching and research, while another department gets only the bare minimum. The latter will inevitably struggle to make any achievements and will gradually decline.
Eventually, when enrollment season comes, the department will not attract enough applications. Fewer students mean fewer chances of producing excellent graduates. Year after year, this department would fade into oblivion. Before Principal Ding even notices, the department could be on its deathbed.
