Legion-7 has become a devourer of law and seeds of power ever since Soverick comprehended a law and agitated the cosmic energy within Helios. He can't comprehend laws but he can add Authority to himself through devouring them. 

Legion-5 would have rolled his eyes if he had them. "And you wonder why the universe was like, 'this guy is an abomination. I must get rid of him."

"Ha. I couldn't be enslaved and I couldn't be digested by the universe. Nothing can put me down."
