Well. First, rank "S" Keepers are indeed rare, but sections such as the official Keepers' armed forces, (called the "Executors"), and in the governing council of all Keepers, (called the "Keepers' Council"), there would surely be no lack of rank "S" Keepers.

The most powerful were required to use their powers in such areas to benefit the Keepers society.

And were frequently called upon for such duties.

So whenever there was an urgent situation of high priority, the most powerful Keepers with abilities suitable for the situation would be called upon to act.
