"If it's such a big matter, why haven't you reported it to the main city of Pavas?"

Locke glared at the man with sharp eyes and asked in a stern voice.

There was such an obvious loophole in the man's words. It was clear that the man held other intentions. His crashing into Locke's room was no coincidence.

Seemingly frightened by Locke's imposing manner, the man explained with a panicked expression, "The main city of Pavas didn't respond even after several attempts to contact them from our city lord. We have no choice but to take this matter into our own hands."

'Pavas didn't respond!?'

Locke and Hathaway were stunned for a moment.

They clearly did not expect things would turn out this way.

The main city should lend a helping hand when their cities were suffering. Many cities on this continent had tacitly agreed to this rule.
