Allow me to explain.

There is a certain order even in the underworld. Yes, even the world of drug trafficking, weapons dealing, assassinations, government manipulations, and other evil deed has a certain order to it. There's a pyramid, if you must. And on top of that pyramid of nasty evil-doers is The Last Order, the biggest and baddest underground group, one that's spread worldwide, one that every single nation in this planet is bat shit scared of. They are, as you would say, the giants of the underworld. Real scary stuff, full on cray cray.
