They can remain silent as they will need to arm themselves so they need time to prepare for war, so their side is silent, which can be under stable but the same thing cant be said for the Tengyuan kingdom as they must be all ready before they even announce that they (Dongping Kingdom) are his enemy.

To this, the strategist smiled and said "let me explain your highness"

Emperor Lu Shui nodded and strategist Lu Ning started explaining things. He said "The treaty says that if someone attacks you out of nowhere or the enemy started war first, then for sure every single kingdom that is in the treaty is bound to help or assist the kingdom that is being attacked.
