As for the Immortal Fairy Lucia, Ji Yuan allowed her to come along with them.

For the 299 beautiful maidens, they were not allowed to enter the great hall. 

It was because just these 299 beautiful maidens alone, the number of golden celestials on the side of the Great Immortal Rohan far outnumbered the golden celestials that were on Ji Yuan's side. And in the event of a fight, Ji Yuan's side would be at a disadvantage.

But as part of the peace treaty, Ji Yuan would take them into the Blue Phoenix Sacred Sect first as he could not afford to let them be on his opposing side. 

The Great Immortal Rohan was the Commander of the entire Eastern Regions and it consisted of thousands of cultivation sects. So it was easy for him to gather so many golden celestials.
