The Celestial World would definitely interfere and Nine Skies wouldn't be able to grow. Nine Skies would be trashed and become Celestial World's back garden which anyone could trample on.

 Ten Lands didn't want itself to become Nine Skies' puppet, so they developed the world crosser judge. Nine Skies didn't want to be under the Celestial World, so Sword God and Old Man Tianchi gave up their lives to seal the Celestial Gate.

 Since Celestial World couldn't head down, they wouldn't be able to control Nine Skies members so easily.
