I don't know, I think I read a lot of plot twists where villains are cool or something.
In this case, the villain is regrettable and had his personality distorted because of the curse.
When the witch and the emperor speak, the attack has already taken place on the imperial treasury, which made it even worse for Emperor Caomh.
