So let's start with the time travelers…
When they went back in time to find and contain Mikael Dushnoll (Rogue Time Traveling Hero Killer), a certain small but important scene occurred where Alfie and Daisy want to have a drink in a bar, the end.
Nah i'm just kidding.
As Alfie got the girl drunk he extracted information about the future, particularly about significant events like the invasion.
As Alfie realized how much the events were out of his hands he knew he had to do something to give humanity a chance to help themselves. And from that idea came the council of Randall Ravens.
Each one of the council members had power over different types of factions such as the law, organized crime, social media along with military power and more.
Of course the idea came after meeting with Daisy Johnson and her team, which were, safe to say, lacking.
But before all that, Alfie only had the idea of giving power to someone like Randall Ravens so he could have some power and bank to depend on in the future.
But now not only did Alfie founded the Council members, he gave the people a chance for their own protection.
And he could also borrow the power of the council members when he needs it.
But the most significant news to Alfie was that after the New York invasion, everything went into chaos.
And so there was no point in Alfie keeping this canon but rather to play it safe and use his incredible "luck" and memories.
