Although there were managers in each alchemy union, true power was held by the master alchemists of honour. They were the only one with the special permission to move all resources in the union.

The 2 dwarfs who greeted Abel were Master alchemist of honour. That was no surprise.

"The prestigious Master Bennett, welcome to the Alchemy Union in Moga City. I am Fettes, and this is Benchley!" Master Fettes said and bowed along with Master Benchley. 

The 2 master alchemists of honor acted very respectfully. They knew what Abel's visit signified.
