Anyone would participate in a project that actively benefitted them, but if it didn't they wouldn't participate and if it harmed their benefits, they would do just about anything to protect their own self-interest.

It was waging war that benefitted the military complex of the M nation.

This group did not care about how many soldiers died or how high military expenditures would be. All they cared about was how many weapons they could sell and how much money they could make. They dispatched lackeys to take the heads of anyone who got in their way. As weapons manufacturers and wholesalers, it was too easy for them to take a life. 

It was very difficult to eradicate this group. However, if Xing Hai Technologies agreed to help, it would not be completely impossible to stamp them out!
