Davis and Ellia then saw a Level Seven Immortal clench his teeth as he stood up and left without looking back. They could see his frustration and reluctance as his figure disappeared behind the tall walls.

'I heard that the one's prowess should be at least two levels higher to become an outer disciple… that means he didn't meet the mark.'

Davis guessed, but he also learned that immortals of all levels could come to the Aurora Cloud Gate to join.

Indeed, they didn't necessarily have to be strong as they could become workers, but they wouldn't have the same status as the disciples and would have most of the work delegated to them. Still, the pay was good, so there were some people who were satisfied with it.
